The Groton City Council met on the above date at City Hall at 7:25pm when a quorum was reached for their regular first monthly meeting with the following members present: Nyberg, Hendrickson, Hamilton, Heitmann, Brotherton, and Mayor Rix presiding.
Randy Grismer, candidate for the Brown County Commission, came before the Council to discuss his view of Brown County's future and any needs Groton has experienced.,
The minutes were approved as read on a motion by Hamilton and seconded by Hendrickson., All members present voted aye.
The financial report was approved as read on a motion by Heitmann and seconded by Brotherton., All members present voted aye.
The following bills were allowed for payment on a motion by Nyberg and seconded by Heitmann., All members present voted aye.

Moved by Nyberg and seconded by Hendrickson to adjourn the 120th City Council sine die., All members present voted aye.

The 121st City Council convened immediately following the 120th Council's adjournment with the following members present: Nyberg, Hendrickson, Hamilton Brotherton, Heitmann, and Mayor Olson presiding.
Mayor Olson appointed Anita Lowary as Finance Officer, Stacy Mayou. as Police Chief, and Drew Johnson as City Attorney., Moved by Nyberg and seconded by Hamilton to approve these appointments., All members present voted aye.
An election of officers for the 121st Council was held. Nyberg nominated Heitmann for President., Moved by Brotherton and seconded by Hamilton that nominations cease and cast a unanimous ballot for Heitmann for President., All members present voted aye., Heitmann nominated Nyberg for Vice President., Moved by Brotherton and seconded by Hamilton that nominations cease and cast a unanimous ballot for Nyberg for vice president., All members present voted aye.
Moved by Hamilton and seconded by Brotherton to approve bills on the first meeting of each month and authorize the Finance Officer to pay all regular monthly bills in a timely manner to avoid penalties and take advantage of discounts., All members present voted aye.

Department reports were given., The Transit report was reviewed., Discussion was held on a street sweeping schedule, dust proofing streets, stop signs, electric pole placement, water & sewer in park camping area, corner visibility, parking, and the baseball scoreboard warranty.
A stipulation of the Rescue Squad grant required disposal of the old unit rather than use by another department., The firemen returned the truck to the city and it was declared surplus as junk and the finance officer was ordered to dispose of it on a motion by Nyberg and seconded by Heitmann., All members present voted aye.
Moved by Brotherton and seconded by Hamilton to authorize Finance Officers Lowary and Guthmiller to attend the Finance Officers school in Chamberlain on Jun 10-13., All members present voted aye.
A telephone call from Laverne Gardner was received requesting an extension on his delinquent utility bill., An extension was granted until Friday, May 9, on a motion by Heitmann and seconded by Nyberg., All members present voted aye.
Moved by Heitmann and seconded by Nyberg to authorize Terry Herron to go to Pierre for the ICS Water training on May 29., All members present voted aye.
Review of all job descriptions began.
At 8:01pm Council adjourned into executive session to discuss personnel., Council reconvened at 8:50pm
Christi Swenson came before the Council to offer suggestions for a summer recreation program from the youth center., She requested $6,000 for funding these programs., Moved by Brotherton and seconded by Hamilton to grant $3,000 for additional wages and supplies., All members present voted aye.
A request from the Planning and Zoning Commission to have the building inspector inspect the house at 106 N 2nd St was granted on a motion by Hamilton and seconded by Nyberg., All members present voted aye., Other cleanup needs were discussed.
