Board Minutes
January 7, 2008

The Town Board of Frederick met on January 7, 2008 at 7:00 p.m. at the 
Community Center. Present were Dennis Kinslow, Tom Meyer, Scott 
Campbell, Maxine Kinslow, and Peggy Worthy.
The meeting was called to order by Chr. Kinslow. Minutes of the Dec. 3 
meeting were reviewed, motion by Campbell/Meyer to approve, motion 
carried. The financial report of December was reviewed, motion by 
Meyer/Campbell to approve, motion carried. Accounts payable for 
January were reviewed for payment. Motion by Meyer/Campbell to pay all 
bills, motion carried.

OLD BUSINESS:
The first reading with the hand held water meter reader was done on 
Dec. 26th and will be done each month at or on the same date.
There was a sewer blockage near the lagoon. It appears someone has 
flushed paper toweling into the system and plugged it up.It is now 
clear flowing into the lagoon.
Intersection clean up will now have to wait until spring around the 
construction sites.
The board is discussing how to solve the problem of a gas supply tank 
for city use.No action taken at this time.
NEW BUSINESS:
Salaries of Frederick City Employees as required by law: Salaries are 
paid the first Monday of each month except Richard Bakeberg(cemetery 
sexton) who is paid biannually in January and July.
Richard Bakeberg-400.00
R. Scott Campbell-25.00 per board meeting
Edgar Head-landfill super-7.50 hour
Dennis Kinslow-board chairman 25.00 board meeting 25.00
Maxine Kinslow- finance officer-600.00 month and 60.00 office rent
Maxine Kinslow- community center 6.50 hr & 5.00 month scheduling fee
Tom Meyer- board meeting-25.00
Bud McDowell- UT work/mowing-8.00 hr, 50.00 base wage, mileage
Mavis Cox-sub library-7.00 hr
Dennis Kinslow- UT work- 100.00 base; 8.00 hr.; 75.00 vehicle allowance
Snowplow operator-10.00
Margaret Worthy- librarian-8.00hr.
Motion by Campbell/ Meyer to approve salaries and publish same, 
Campbell-aye; Meyer-aye; Kinslow-aye, motion carried.

The finance officer presented the board with the annual financial 
reports for the library and community center. The Townships will be 
receiving letters to attend the Feb. meeting  which also includes a 
financial report of the Community Center.

APPROVAL FOR PAYMENT- Brink Engineering presented a pay request for 
Dakota Supply Group of 11,221.50. This is the final payment with no 
retainage witheld. Motion by Meyer/ Campbell to approve payment of 
final bill, motion carried .
SDML survey- The board reviewed the letter regarding proposed 
legislation of the 5 cent per drink increase and whether it should be 
supported or not. The board supported the measure.
FLOOD PLAIN: A lengthy document regarding the flood plain management 
ordinance will be studied by the board. It was turned over to Trustee 
Campbell to review.
COMMUNITY DEVELOPMENT: Scott Campbell related information regarding 
the shareholders meeting of the Frederick Lounge Inc. The shareholders 
preference would be to sell the building and he presented the idea to 
the board that the city should purchase the building. No action was 
taken at this time.
EXPERIENCE WORKS: The board had been contacted about a client of the 
Experience Works program. There are no openings at this time.
There was no correspondence, motion to adjourn by Campbell/Meyer, 
motion carried.
