JANUARY 8, 2008 – GENERAL MEETING
Meeting called to order by Chairman Wiese at 8:45 A.M. in the Commissioner’s
Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen,
Fischbach, Feickert and Knecht.
MINUTES:
Moved by Hansen, seconded by Fischbach to approve the Reorganization Meeting
minutes of January 2, 2008. All members present voting aye. Motion carried.

$11.88 per hour, Patty VanMeter @ $13.14 per hour, Kathy Neitzel @ $14.91 per
hour, Joni Odenbach @ $13.19 per hour, Jason Hammrich @ $14.61 per hour, Teoni
Taylor @ $11.42 per hour; and John VanderHoek @ $18.97 per hour, effective
December 30 2007. All members present voting aye. Motion carried.
Moved by Hansen, seconded by Knecht to approve hiring Ben Smith as full-time
Deputy Sheriff, effective January 22, 2008 at $15.23 per hour. All members
present voting aye. Motion carried.
EXTENSION BOARD:
Moved by Hansen, seconded by Knecht to appoint Alan Ryckman to the Extension
Board (First Term), effective January 1, 2008 – December 31, 2010. All members
present voting aye. Motion carried.
AUDITORS REPORT OF ACCOUNT:
Moved by Hansen, seconded by Knecht to approve the December 2007 Auditor’s
Report of Account with the County Treasurer in total amount of $11,654,054.53
(total amount of actual cash @ $3,178.81, Wells Fargo Bank @ $3,694.79, US Bank
@ $281,086.76, Dacotah Bank @ $222,583.57, Petty Cash @ $1,800.00, Fund
Investments @ $11,141,459.23, Outstanding Checks @ $251.37). All members present
voting aye. Motion carried.
INTEREST STATEMENT:
Moved by Knecht, seconded by Hansen to accept for filing the October – December
2007 Interest Statement, submitted by County Treasurer Sheila Enderson. All
members present voting aye. Motion carried.
ABATEMENTS:
Moved by Knecht, seconded by Hansen to approve the following Solid Waste
Abatements: Dawn Allam @ $41.60, Aberdeen City @ $18.00, St Mary’s Church @
$18.00, Brown County @ $18.00. All members present voting aye. Motion carried.
PRE-DISASTER MITIGATION PLAN:
Moved by Hansen, seconded by Knecht to approve and authorize the Chairman sign
the Project Conditions and Assurances Section of the Pre-Disaster Mitigation
Plat Grant Application. All members present voting aye. Motion carried.
SURPLUS PROPERTY:
Moved by Feickert, seconded by Knecht to declare scrap iron at the Highway
Department surplus property for purpose of sale. All members present voting aye.
Motion carried.
INVENTORY TRANSFER:
Moved by Knecht, seconded by Fischbach to transfer Decal #1947 Canon Copier from
Highway Department to Veterans Service Office. All members present voting aye.
Motion carried.
BID – MOTOR GRADER:
Time and place, as advertised to open, read and consider bids for one (1) new
2008 Rear Articulated Motor Grader for the Highway Department. Bids were
received from the following: Butler Machinery, Diesel Machinery, RDO Equipment,
Sheehan Equipment and Titan Machinery. Moved by Knecht, seconded by Fischbach to
refer all bids to Richard Burns, Interim Highway Superintendent for review and
recommendation. All members present voting aye. Motion carried.
PROPERTY PURCHASE:
Commissioner Feickert offered the following Resolution:
RESOLUTION NO. 04-08
BE IT RESOLVED by the Brown County Commission that,
WHEREAS, Brown County seeks to own real estate property for investment purposes,
AND WHEREAS, Steven and Charlotte Green extended an offer to sell real estate
property as described below for the amount of $300,000.00,
Northwest Quarter (NW ¼) of Section Thirteen (13), Township One Hundred
Twenty-three (123) North, Range Sixty-five (65) West, totaling 157 acres in
Brown County, SD
AND WHEREAS, there having been two (2) formal public hearings and there having
been no opposition to the purchase of said property,
IT IS HEREBY RESOLVED that Brown County agrees to purchase the real property as
listed below for the amount of $300,000.00 and shall execute all documents to
effect that purchase:
Northwest Quarter (NW ¼) of Section Thirteen (13), Township One Hundred
Twenty-three (123) North, Range Sixty-five (65) West, totaling 157 acres in
Brown County, SD
Adopted this 8th day of January, 2008
Seconded by Commissioner Knecht. Roll call vote: Commissioners Hansen-abstain,
Fischbach-aye, Feickert-aye, Knecht-aye, Wiese-aye. Resolution adopted.
CREDIT CARD:
Moved by Hansen, seconded by Fischbach to authorize Sheriff Mark Milbrandt to
establish a new credit card account with multiple users for use by the Sheriff
Department and further to cancel all existing Sheriff Department credit card
accounts upon activation of new account. All members present voting aye. Motion
carried.
COMMUNICATIONS CENTER UPDATE:
Mark Milbrandt and John McQuillen, Communications Center Director presented an
update on the Communications Center.
VENDING MACHINES:
Tim Hixon, C&C Vending inquired about change of vending machine provider in
Courthouse and Annex. The Commission accepted recommendation submitted by the
Employee Coffee Club several weeks ago.
RECESS:
The Chairman declared the Commission recessed until January 15, 2008.
