JANUARY 22, 2008 – GENERAL MEETING
Meeting called to order by Chairman Wiese at 8:45 A.M. in the Commissioner’s
Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen,
Fischbach, Feickert and Knecht.
MINUTES:
Moved by Fischbach, seconded by Hansen to approve the Joint City/County Meeting
minutes of January 14, 2008 and the General Meeting minutes of January 15, 2008.
All members present voting aye. Motion carried.

PERSONNEL:
Moved by Hansen, seconded by Fischbach to approve the following employee step
increases, effective January 27, 2008: Penny Hart @ $20.29 per hour, Teri
Jondahl @ $12.91 per hour, Casey Thorstenson @ $13.66 per hour. All members
present voting aye. Motion carried.
Moved by Fischbach, seconded by Feickert to approve employee status change for
Leon Vickers from part-time Highway employee to full-time @ $12.31 per hour,
effective January 22, 2008, with all benefits except insurance. All members
present voting aye. Motion carried.
VACATE PLAT:
Moved by Hansen, seconded by Fischbach to authorize advertising public hearing
to consider approval of petition to vacate a plat, described as Podoll’s First
Heritage Subdivision in the NW ¼ of the SW ¼ of Sec 9-T125N-R63W of the 5th
P.M., Brown County, SD, to be held at 10:00 A.M. on February 5, 2008 in the
Commissioner’s Chambers, Courthouse Annex, Brown County, SD. All members present
voting aye. Motion carried.
SW DISPOSAL FACILITY RENEWAL:
Moved by Hansen, seconded by Knecht to acknowledge and approve application to
renew the permit issued by the SD DENR for the Town of Claremont to operate a
restricted use solid waste facility in the NW ¼ of the NE ¼ of Sec 2-T125N-R60W,
Brown County, SD to dispose of trees and wood waste; yard waste composting; and
white goods storage. All members present voting aye. Motion carried.
ABATEMENT:
Moved by Fischbach, seconded by Knecht to approve the following Abatement: Roger
Bitz @ $31.32. All members present voting aye. Motion carried.
ORDINANCE NO. 046 – FIRST READING:
Time and place, as advertised for First Reading of Ordinance No. 046. No one
appeared with testimony, comments and/or questions for discussion. Moved by
Hansen, seconded by Knecht to approve First Reading of Ordinance No. 046, An
Ordinance amending Second Revision Brown County Ordinances to rezone the
following described property from its present zoning designation of Chapter 4.10
Lake Front Residential District (R-3) and Chapter 4.06 Agriculture Preservation
District (AG-P) to Chapter 4.10 Lake Front Residential District (R-3): Keatt’s

ORDINANCE NO. 047 – FIRST READING:

week. Moved by Fischbach, seconded by Hansen to approve First Reading of
Ordinance No. 047, An Ordinance amending Second Revision Brown County Ordinances
to rezone the following described property from its present zoning designation
of Chapter 4.06 Agriculture Preservation District (AG-P) to Chapter 4.11 Rural
Urban District (RU): Replat of Miller’s Outlot F in the SE ¼ of Sec

Diesel Machinery Inc for a 2008 Kamatsu GD655-3 Motor Grader on a five-year
lease with annual payments of $38,650.98 (total @ $193,254.90); rejecting the
following: Butler Machinery – outright purchase @ $218,010.00, five-year lease @
$45,541.61 ($227,708.05), seven-year lease @ $33,998.73 ($237,991.11; Diesel
Machinery Inc. – outright purchase @ $178,948.00, seven-year lease @ $29,390.31

DACOTAH PRAIRIE MUSEUM FEASIBILITY STUDY:
Sue Gates, Dacotah Prairie Museum Director presented the Pre-Campaign
Feasibility Study Prospectus Winter 2008 Booklet that explains the completed
needs assessment, plans to address the needs, and proposed capital campaign to
raise funds for implementation and expansion.
Information was also presented in regard to the scope of duties required for the
Dacotah Prairie Museum to administer the All Dakota High School Arts Exhibition
held each spring at the Granary Rural Cultural Center.
HOSPITAL CLAIMS:
Moved by Knecht, seconded by Hansen to deny payment of the hospital bill for a
38 year old male @ $4,242.82, as the individual has not provided sufficient
information to determine if indigent. All members present voting aye. Motion
carried.
Moved by Hansen, seconded by Fischbach to deny payment of the hospital bill for
a 34 year old male @ $8,565.49, as the individual has not provided sufficient
information to determine if indigent. All members present voting aye. Motion
carried.

Commissioner Fischbach offered the following Resolution:

EXECUTIVE SESSION:
Moved by Feickert, seconded by Knecht to go into executive session for personnel
discussion with Kim Dorsett and Jeanette Nietert in attendance. All members
present voting aye. Motion carried.
The Chairman declared the executive session closed, with no action taken as a
result of the discussion.
