JANUARY 15, 2008 – GENERAL MEETING

Meeting called to order by Chairman Wiese at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Fischbach and Feickert. Absent Commissioners Hansen and Knecht.

MINUTES:
Moved by Feickert, seconded by Fischbach to approve the Joint City/County Meeting minutes of January 7, 2008 and the General Meeting minutes of January 8, 2008. All members present voting aye. Motion carried.

Moved by Feickert, seconded by Fischbach to approve hiring Michael Flanigan as a part-time Dispatcher, effective January 10, 2008 at $12.30 per hour. All members present voting aye. Motion carried.

Moved by Feickert, seconded by Fischbach to approve employee status change for Anthony Sorensen from Dispatcher to full-time Deputy Sheriff, effective January 22, 2008 at $15.23 per hour. All members present voting aye. Motion carried.

Moved by Fischbach, seconded by Feickert to approve hiring Rabecca Heintzman as part-time Home Detention Officer, effective January 14, 2008 at $10.80 per hour. All members present voting aye. Motion carried.

Moved by Feickert, seconded by Fischbach to approve hiring Matthew Olson as guard for purpose of prisoner transport, effective January 9, 2008. All members present voting aye. Motion carried.

Moved by Fischbach, seconded by Feickert to acknowledge the following resignations: Josh Boll, effective January 9, 2008, Carrie Kleindl, effective January 9, 2008 and Jonathan Waldner, effective January 24, 2008. All members present voting aye. Motion carried.

Moved by Feickert, seconded by Fischbach to approve hiring the following for purpose of performing blood draws at $35.00 each, effective January 1, 2008: Lyrita Wilkie, Scott Weitbrecht, Jason Engel, Jacqueline Schrader and Pam Smid. All members present voting aye. Motion carried.

ORDINANCE NO. 050:
Moved by Fischbach, seconded by Feickert to set hearing date for Brown County Ordinance No. 050, An Ordinance amending Second Revision Brown County Ordinances, Title 4, specifically Chapter 4.01 Definitions and Chapter 4.19 Floodplain District (FP) regarding the new flood insurance rate map and flood insurance study that will become effective on March 18, 2008, to be held in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD at 9:00 a.m. on January 29, 2008. All members present voting aye. Motion carried.

FLOOD INSURANCE STUDY:
Moved by Fischbach, seconded by Feickert to approve Flood Insurance Study #46013CV000A, effective March 18, 2008. All members present voting aye. Motion carried.

FIRM FLOOD INSURANCE RATE MAP:
Moved by Feickert, seconded by Fischbach to approve FIRM Flood Insurance Rate Map (Index #46013CIND0A), effective March 18, 2008. All members present voting aye. Motion carried.

MEMORANDUM OF UNDERSTANDING:
Moved by Feickert, seconded by Fischbach to approve and authorize the Chairman to sign Memorandum of Understanding between SDSU and Brown County for Extension services. All members present voting aye. Motion carried.

ABATEMENT:
Moved by Fischbach, seconded by Feickert to approve the following Abatement: Cindy Huff @ $342.01. All members present voting aye. Motion carried.

FSA DOCUMENTATION:
Moved by Feickert, seconded by Wiese to appoint Tom Fischbach as the authorized Brown County representative for all FSA documents regarding County owned property. All members present voting aye. Motion carried.

RELAY FOR LIFE:
Moved by Fischbach, seconded by Feickert to waive fee for lease of the Holum Expo Building for the Relay for Life event to be held on June 6 and 7, 2008, as requested by American Cancer Society representatives Angie Stephen, Sharon Hanna and Lindy Currington. All members present voting aye. Motion carried.

HIGHWAY UPDATE:
Richard Burns, Interim Highway Superintendent discussed the following: motor grader bids, rental agreement, personnel, work exchange with Edmunds County and purchase of a pickup.

JDC/JAIL NURSE UPDATE:
Marcy Fritz, JDC/Jail Nurse presented report recapping 2007 activities and goals for 2008.

EQUIPMENT:
Mick Palmer, Maintenance Supervisor and Sheriff Mark Milbrandt discussed the need for the purchase of a dishwasher for the Jail/JDC kitchen. Board concurred.

EXECUTIVE SESSION:
Moved by Fischbach, seconded by Feickert to go into executive session to discuss possible litigation with Mark Milbrandt and Kim Dorsett in attendance. All members present voting aye. Motion carried.

The Chairman declared the executive session closed, with no action taken as a result of the discussion.

DISPATCH UPDATE:
John McQuillen, Communications Director discussed personnel and upcoming APCO Conference.

FAIR UPDATE:
Larry Gerlach, Fair Manager discussed entertainment news release and requested permission to hire a part-time employee while current secretary is on maternity leave, if needed.

RECESS:
The Chairman declared the Commission recessed until January 22, 2008.
