FEBRUARY 19, 2008 – GENERAL MEETING
Meeting called to order by Chairman Wiese at 8:45 A.M. in the Commissioner’s
Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen,
Fischbach and Feickert. Absent Commissioner Knecht.
MINUTES:
Moved by Hansen, seconded by Fischbach to approve the Joint City/County Meeting
minutes of February 11, 2008 and the General Meeting minutes of February 12,
2008. All members present voting aye. Motion carried.

PERSONNEL:
Moved by Feickert, seconded by Hansen to approve the following employee step
increases, effective February 24, 2008: Jan Weismantel @ $15.15 per hour,
Margaret Unser @ $12.49 per hour, Bill Moon @ $12.40 per hour. All members
present voting aye. Motion carried.
Moved by Feickert, seconded by Fischbach to approve hiring Jonathan Waldner as
guard for purpose of prisoner transport, effective February 11, 2008. All
members present voting aye. Motion carried.
Moved by Hansen, seconded by Fischbach to approve hiring Mary Mehaffey, Judon
Aldinger and Amber Johnson, as Dispatchers, effective February 4, 2008 at $14.00
per hour. All members present voting aye. Motion carried.
ABATEMENTS:
Moved by Hansen, seconded by Feickert to approve the following abatements: Nekoa
Resources, Inc @ $3,945.26, Basin Electric Power Coop @ $200,611.40,
Northwestern Corporation @ $2,116.73. All members present voting aye. Motion
carried.
LEASE AGREEMENT:
Moved by Hansen, seconded by Feickert to approve agreement, submitted by the
Aberdeen Humane Society for lease of the Club House on April 19 – 20, 2008. All
members present voting aye. Motion carried.
LANDFILL AGREEMENT:
Moved by Feickert, seconded by Hansen to approve and authorize the Chairman to
sign agreement with Leggette, Brashears and Graham, Inc. for completion of
Hydrogeological Assessment for the expansion area at the Brown County Landfill
at estimated cost of $33,876.00. All members present voting aye. Motion carried.
EQUIPMENT STORAGE AT FAIRGROUNDS:
Kurt Smith, Fairgrounds Manager met to discuss request from Scott Madsen to
store private business equipment at the Fairgrounds. A decision will be made at
the March 4, 2008 General Meeting.
APPLICATION FOR OCCUPANCY:
Moved by Fischbach, seconded by Feickert to approve request submitted by Dalager
Engineering Co on behalf of Northern Electric Coop for occupancy of various
sites in the County for inspection and repair of existing utilities, with the
stipulation that Northern Electric cannot cut through any Brown County roads,
all repairs must be done by boring under Brown County roads. All members present
voting aye. Motion carried.
BID AWARD – TIRES:
Moved by Hansen, seconded by Feickert to award state bid contract #15255 for
tires, as contracted between the State of South Dakota and the Goodyear Tire and
Rubber Company, effective November 1, 2007, to be purchased from local
authorized dealer Graham Tire Company for the Highway Department. All members
present voting aye. Motion carried.
BID AWARD – PICKUPS:
Moved by Feickert, seconded by Fischbach to award the following bids for the
highway department: State Contract #15270 with Lamb Chevrolet for one 2008
Chevrolet Silverado ¾ ton 4x4 crew cab Pickup Truck in amount of $23,214.00;
State Contract #15269 with Lamb Motor Co. for one 2008 Ford F250 ¾ ton 4x4
extended cab Pickup Truck in amount of $22,176.00. All members present voting
aye. Motion carried.
EXECUTIVE SESSION:
Moved by Hansen, seconded by Feickert to go into executive session to discuss
litigation and personnel with Kim Dorsett in attendance. All members present
voting aye. Motion carried.
The Chairman declared the executive session closed, with the following action
taken as a result of the discussion.
Moved by Fischbach, seconded by Feickert to retain Timothy J Lamb PC to
coordinate County involved litigation in Colorado in amount not to exceed
$3,000.00 unless prior approval given by the County. all members present voting
aye. Motion carried.
Moved by Hansen, seconded by Feickert to hire Penny Hart, as Chief Office Deputy
in the States Attorney’s Office, effective March 10, 2008 at $16.04 per hour,
with additional $3.50 per hour for secretarial duties for the Victims Assistance
Program. All members present voting aye. Motion carried.
ABERDEEN HOUSING AUTHORITY – LANDFILL FEE DISCUSSION:
Bryan Samson, Deputy Director Aberdeen Housing Authority presented information
about an application Aberdeen Housing Authority will submit to the South Dakota
Housing Authority for Home Funds and Tax Credits for a housing project in
Aberdeen; requesting that landfill fees be waived for the construction project.
Mike Scott, Landfill Manager was also in attendance and after discussion, the
following action ensued. Moved by Fischbach, seconded by Hansen to waive
landfill fees for this project. The vote was 3-aye, 1-nay, 1-absent. Motion
carried.
RECESS:
The Chairman declared the Commission recessed until February 26, 2008.
