JANUARY 2, 2008 -REORGANIZATION MEETING
This being the reorganization meeting of the Brown County Commission for year
2008, said Board convened at 8:45 A.M. in the Commissioner's Chambers,
Courthouse Annex, Brown County, South Dakota. Present were Commissioners
Fischbach, Knecht, Feickert, Hansen and Wiese. Commissioner Deb Knecht led the
Pledge of Allegiance and opened with Prayer.
Maxine Taylor, Brown County Auditor, called for nominations for Brown County
Commission Chairman for year 2008, pursuant to SDCL 7-8-15.
Commissioner Fischbach nominated Mike Wiese for Chairman. Moved by Fischbach,
seconded by Hansen that nominations cease and a unanimous ballot be cast for
Mike Wiese, 2008 Chairman. All members present voting aye. Motion carried.
Commissioner Knecht nominated Tom Fischbach for Vice Chairman. Moved by Feickert,
seconded by Hansen that nominations cease and a unanimous ballot be cast for Tom
Fischbach, 2008 Vice Chairman. All members present voting aye. Motion carried.

BID – PALMYRA TOWNSHIP LAND LEASE:
Moved by Hansen, seconded by Knecht to authorize advertising time and place to
receive verbal bids for a ten-month Lease (February 1, 2008 – October 1, 2008)
with no option on the following County Land in Palmyra Township, with a minimum
bid of $14.50 per acre: Tract 1: SW ¼ of Sec 30 and NW ¼ of Sec 31-T128N-R65W
(250 acres more or less), Tract 2: SW ¼ of NW ¼, W ½ of SW ¼ and SE ¼ of SW ¼ of

and clerks for various offices by the Board of County Commissioners,

at the discretion of the County Officials for County offices: Auditor - 2 Chief

INVESTMENT POLICY:
Commissioner Hansen offered the following Resolution:
RESOLUTION NO. 2-08
WHEREAS, the nature of tax collections and other revenue is such that cash on
deposit in the County's depositories at times exceeds the requirement for
current expenditures; and
WHEREAS, it is in the best interest of the County to invest these monies not
required for immediate expenditure.
NOW, THEREFORE, BE IT RESOLVED, that the Brown County Treasurer is hereby
directed to invest Brown County public funds at the highest rate of interest
possible at said time on available monies at financial institutions, as
designated by the Brown County Commission, and
FURTHER, to furnish quarterly reports detailing same, as authorized by SDCL
4-5-8.

EXPENSE POLICY - ELECTION OFFICIALS:
Moved by Knecht, seconded by Fischbach to set fee of $100.00 for precinct
officials working on Election Day, $10.00 for precinct officials attending the
Election School, $5.00 for use of personal cell phone on election day (maximum
$5.00 per precinct), and to set minimum mileage at five miles when claimed by
precinct official. All members present voting aye. Motion carried.
EXPENSE POLICY FOR BROWN COUNTY BOARDS:
Moved by Knecht, seconded by Hansen to set the following policy for the boards
appointed by the Brown County Commission.
Dacotah Prairie Museum Board – No per diem - Maximum two three-year terms.
Extension Board – Mileage per County policy if reside out of Aberdeen City –
Maximum two three-year terms.
Fair Board – No per diem – Maximum two three-year terms.
Local Emergency Planning Committee – No per diem – No term length/limit.
Planning/Zoning Board - $25.00 per meeting attended, plus mileage per County
policy – Five-year terms – No term limit per January 1, 2004 Commission Minutes.
Rationing Board – No per diem – No term length/limit.
Weed & Pest Control Board - $25.00 per meeting attended, plus mileage per County
policy, if reside out of Aberdeen City – Three year terms – No term limit.
Appointments to fill vacated positions on a board will be for the remainder of
the term of the position vacated. If the remainder of the term is over one-half
of the regular term, this appointment will count as a full term regarding term
limits.
Appointees to all boards shall not receive pay or other forms of benefit or
benefits that extend beyond the termination or expiration of their appointment

TAX DEED NOTICES:
Commissioner Hansen offered the following Resolution:
RESOLUTION NO. 3-08
WHEREAS, Brown County has acquired tax certificates on property with delinquent
real estate taxes for which tax deeds and notices can be served.
THEREFORE, BE IT RESOLVED, that the Brown County Commission authorizes the
County
Treasurer, Sheila Enderson to request Kim Dorsett and States Attorney Office
personnel to act as agents to process said tax deeds and notices.

FAIRGROUNDS/YOUTH CAMP RENTAL RATES:
Moved by Fischbach, seconded by Feickert to establish the following rental
rates:
FAIRGROUNDS RENTAL RATE - EFFECTIVE JANUARY 1, 2008
Storage Space Rental: October 15 to April 1st - Prepaid Least -No Refunds - 4%
SALES TAX - A copy of registration must be show for campers and boats to verify
lengths.
Campers under 25' 11” ($130.00 + $5.20 Tax) Campers 26' 29’11” ($140.00 + $5.60
Tax), Campers 30’ and over ($150.00 plus $6.00 tax) Pop-up Campers ($90.00 plus
$3.60 tax) Vehicles, Boats up to 16’ ($90.00 plus $3.60 tax) Boats over 16’
($100.00 plus $4.00 tax) Pontoons, Deck Boats, Cabin Cruisers ($130.00 plus
$5.20 tax).
Barn Rental: Any person affiliated with NAHR that requests to occupy any
building prior to the 12 days preceding the date of such racing will enter into
a separate lease with the County. The lessee will be responsible to pay $100 per
barn per month and utilities used until the NAHR lease goes into effect. Lessee
will also be responsible for all manure removal. Campground fee of $12.00 per
day is separate.
Club House : 120' X 80' Per day $275.00 - Per day for days over two $135.00 -
Clean-up additional $75.00. Activities obtaining a Special Malt Beverage License
- $35.00 per keg (or equivalent), with proof from wholesaler, excluding Fair
Activities, Race Track and Horse Racing.

232 pads with water and power and 36 with power, water, and sewer. All south
campgrounds have both 50 amp and 30 amp plug-ins
RICHMOND YOUTH CAMP RENTAL RATES- EFFECTIVE JANUARY 1ST, 2008
Booking fee in the amount of $100.00 and proof of insurance must be submitted at
least 30 days prior to date of occupancy.
Dorm only: $60.00 per dorm per night for 20 people or less. More than 20 people
- $5.00 per person.
Lodge Only: $100.00 per day
Dorm(s) and Lodge per day: $100.00 minimum for 20 people or less. More than 20
people - $5.00 per person.
Youth Groups: $5.00 per person per day (Ages 17 and under.)
Adult Groups: $7.00 per person per day. (Ages 18 and older)
Deposit: A $100.00 deposit is required to guarantee all dates. This deposit will
only be refunded if the camp is left in a clean and orderly manner and there is
no damage done to the camp. If the cleaning costs and damage costs exceed the
amount of the deposit, any additional repairs or cleaning costs will be billed.
Signed lease, deposit and proof of insurance shall be sent to the Brown County
Auditor at 25 Market Street, Ste. 1, Aberdeen, SD 57401.
Cleanup: $50.00 for the Lodge and $100.00 for the dorms.
