HECLA CITY COUNCIL PROCEEDINGS
Regular session of the Hecla City Council met June 1, 2009‑‑ 7:00 p.m. at the Hecla City Office. Present were members Arlin Elsen, Cathy Jones, Jay Osterloh, Harry Sukut, and Caryl Wilmsen. Hal Treeby absent. Mayor Trautmann presided. Minutes of the previous meetings were approved.
The Financial Statement was approved on motion by Sukut, seconded by Wilmsen and carried.

CITY CREW: Terry Lilla appeared before the Council to discuss City operations.
Marathon Water Heater Program
Sukut made a motion, seconded by Osterloh to implement a “Marathon Water Heater Program” which will be partially funded by Heartland Power Consumers District. All present voted aye. Motion carried.
Handicap Railing for Gym Lobby Bathrooms
A motion was made by Wilmsen and seconded by Jones to approve having handicapped rails installed in the Gym Lobby bathrooms. All present voted aye. Motion carried.

Water & Wastewater Recertifications

The City Crew informed the Council they will need some additional training for their Water & Wastewater Certifications. Elsen moved, seconded by Wilmsen to authorize them to attend the training classes that are necessary to keep their certificates active. All present voted aye.

Health Insurance Rate Increase
Motion by Osterloh, seconded by Sukut to approve the 3% rate increase for the employee health insurance and to authorize the Finance Officer to sign the necessary paperwork. All present voted aye. Motion carried.


Bid on Brown Marshall Building
Brown Marshall Conservation District has advertised their old tree shed in Hecla for sale. Wilmsen made the motion, seconded by Sukut to place a bid for this building & property. They then gave Mayor Trautmann the authority to raise the bid if we are one of the three finalists. All voted aye. Motion carried.

OTHER ITEMS DISCUSSED:
1. Public Meeting on June 12, 2009 5:00 pm at Community Center
2. Council discussed many unkempt properties within the City limits. They encourage all residents to take pride in their properties and keep them clean.
3. The Finance Officer was instructed to send letters to area contractors addressing the need for building permits to be obtained.
4. Council reviewed a seriously delinquent utility account and told the Finance Officer to send a letter stating what action will be taken if the bill is not brought current.

Mayor Trautmann declared the meeting adjourned at 8:31 p.m.
