The Groton City Council met on the above date at City Hall at 7:00pm for their regular first monthly meeting with the following members present: Nyberg, Hendrickson, Brotherton, Anderson, and Mayor Olson presiding.
The minutes were approved as read on a motion by Brotherton and seconded by Hendrickson. All members present voted aye.

Moved by Hendrickson and seconded by Nyberg to approve a change order for Wright and Sudlow for the 4th St project and curb & gutter for an addition of 64,621.50. All members present voted aye.
Moved by Anderson and seconded by Hendrickson to approve a change order for JDH Construction for the swimming pool for a reduction of $10,925.89. All members present voted aye.
Department reports were given. Installation of underground electric wiring at the shop to replace the bad pole was discussed.
Gordon Nelson came before the Council to discuss the Planning & Zoning meeting. The Council reviewed the attendance policy and advised using mail as well as e-mail for notices. Since the Planning & Zoning Commission did not accept or deny the rezoning request from Conner Hanson, it will be treated as a denial. Although it would be spot zoning, an appeal will be conducted as soon as the advertising process is complete.
Moved by Nyberg and seconded by Brotherton to accept the Frohling 5th Addition Plat as presented. All members present voted aye.
The resignation of Jay Howard as rubble site monitor was accepted on a motion by Nyberg and seconded by Anderson. All members present voted aye.
Paul Kosel presented options of electronic monitors. Moved by Anderson and seconded by Nyberg to purchase one camera to test reliability and visibility. All members present voted aye.
Moved by Brotherton and seconded by Nyberg to send April Abeln to Election School in Aberdeen on Nov 6. All members present voted aye.
Requests for a pet ordinance revision which limits numbers of pets was discussed and tabled for more study.
Finance Officer Lowary reported on the Brown County Predisaster Mitigation Plan Revision meeting which she had attended. After discussion on possible disasters, the priorities listed for Groton were fire, flood, and tornado with winter storms and summer storms also ranked high. Mitigation projects needed were prioritized. A new fire truck was the highest priority. Also receiving high priority were electric generators, storm sewer improvements, citizen notification systems, and storm shelter improvements. Although there is no funding available for these projects now, funding will be pursued.
A request for addition time for the 4th St. Project and Curb & Gutter for Wright & Sudlow until September 25, 2009 was granted on a motion by Anderson and seconded by Hendrickson. All members present voted aye.
The September 1, 2009 Sewer Bond Election results were canvassed.

Discussion was held on enforcement of the ordinance on snow removal from sidewalks. A survey will be conducted.
Mayor Olson reported on results from the sanitary sewer televising. The 18” line under the Railroad will need immediate repairs. Project costs could reach $500,000. Funding will be sought.
Second Reading on Ordinance 657, The 2010 Appropriation Ordinance, was given on a motion by Nyberg and seconded by Anderson. All members present voted aye.
Approval of the appointment by Mayor Olson of Ron Lutz as rubble site monitor at $7.25 per hour was granted on a motion by Brotherton and seconded by Hendrickson. All members present voted aye.
