The Groton City Council met on the above date at City Hall at 7:00pm for their
regular first monthly meeting with the following members present: Hendrickson,
Brotherton, Hamilton, Nyberg, Heitmann, Anderson, and Mayor Olson presiding.
The minutes were approved as read on a motion by Brotherton and seconded by
Hendrickson. All members present voted aye.
The financial report was approved as read on a motion by Hamilton and seconded
by Nyberg. All members present voted aye.
The following bills were allowed for payment on a motion by Heitmann and
seconded by Nyberg. All members present voted aye.

monitor who died Saturday.
Moved by Hendrickson and seconded by Hamilton to adjourn the 121st City Council
sine die. All members present voted aye.

The 122nd City Council convened immediately following the 121st Council's
adjournment with the following members present: Nyberg, Hendrickson, Hamilton
Brotherton, Heitmann, Anderson, and Mayor Olson presiding.
Mayor Olson appointed Anita Lowary as Finance Officer, Stacy Mayou. as Police
Chief, and Drew Johnson as City Attorney. Moved by Nyberg and seconded by
Brotherton to approve these appointments. All members present voted aye.
An election of officers for the 122nd Council was held. Nyberg nominated and
Brotherton seconded the nomination of Heitmann for President. Moved by Hamilton
and seconded by Anderson that nominations cease and cast a unanimous ballot for
Heitmann for President. All members present voted aye. Heitmann nominated and
Brotherton seconded the nomination of Hamilton for Vice President. Moved by
Brotherton and seconded by Anderson that nominations cease and cast a unanimous
ballot for Hamilton for vice president. All members present voted aye.
Moved by Hamilton and seconded by Hendrickson to approve bills on the first
meeting of each month and authorize the Finance Officer to pay all regular
monthly bills in a timely manner to avoid penalties and take advantage of
discounts. All members present voted aye.

Department reports were given.
At 7:15pm the public hearing for water meter and sewer repair project using the
CDBG grant, Consolidated grant, and SRF loans was held. Ed Opp came before the
Council to object to use of the funds for a new meter reading system. He also
expressed opposition to applying for the COPS Fast grant. Funding restrictions
were explained. No street grants were available. A map of the sewer main
replacement project was reviewed. Moved by Anderson and seconded by Hamilton to
pass the following resolution for the application for CDBG funds for a water
metering and sewer repair project. All members present voted aye.
A Resolution Authorizing Community Development Block Grant Application To Assist
In The Sanitary Sewer And Water Meter Replacement Project In The City of Groton
WHEREAS, the City of Groton proposes to execute an application for $515,000
Community Development Block Grant funds to replace sanitary sewer lines, lift
station repairs, and replace water meters in the City of Groton; and
WHEREAS, the City of Groton is eligible for Federal assistance for the proposed
project; and
WHEREAS, with the submission of the Community Development Block Grant
application, the City of Groton assures and certifies that all Community
Development Block Grant program requirements will be fulfilled; and
WHEREAS, the City of Groton has held the required public hearing on May 4, 2009,
for the Community Development Block Grant; and
WHEREAS, the City of Groton is required to designate a certifying officer for
the purpose of signing documents pertaining to this grant; and
WHEREAS, the City of Groton is required to designate an environmental certifying
officer for the purpose of signing required environmental documents pertaining
to this grant;
NOW, THEREFORE BE IT RESOLVED, that the Mayor of the City of Groton, will be
authorized to execute the Community Development Block Grant application for the
City of Groton; and
AND BE IT FURTHER RESOLVED, that the Mayor of the City of Groton, be hereby
designated as the City's certifying officer for the purpose of signing
correspondence, pay requests, and other required documents;
AND BE IT FURTHER RESOLVED, that the Mayor of the City of Groton, be hereby
designated as the City's environmental certifying officer for the purpose of
signing correspondence and other required documents and forms.
Moved by Hamilton and seconded by Brotherton to approve the Belden Tract 1 plat
within the one mile joint jurisdiction of Groton City. All members present voted
aye.
Moved by Heitmann and seconded by Hendrickson to continue the abbreviated
garbage collection route through May 12 to help firm the streets. All members
present voted aye.
Progress on construction projects was presented. Streets and curb & gutter are
delayed until June. The swimming pool is on schedule for a July opening. Unless
more donations or pledges are received by June 1, there will be no water
features installed in the pool.
A request from the Shriners for locating an aluminum can recycling bank was
denied. The current recycling program for the swimming pool fund raiser will
continue as a city sponsored youth activities fund raiser.
Use of the baseball complex by teams not sponsored by the City was discussed.
The baseball coordinator will contact these teams to ask for contributions
toward the City youth program.
Due to the cost and lack of available auditors, the City will revert to a two
year audit for 2008-2009.
Mayor Olson announced that the Groton Public Water System has received a 2008
Achievement Certificate.
At 7:41pm the Council adjourned into executive session to discuss personnel on a
motion by Brotherton and seconded by Hendrickson. All members present voted aye.
Council reconvened at 7:55pm into regular session.
Moved by Anderson and seconded by Heitmann to hire Lance Hawkins as Girls
Softball coach for 14/16 and under. All members present voted aye.
The Finance Officer was directed to advertise for a part-time rubble site
monitor.
Moved by Hendrickson and seconded by Hamilton to give second reading to
Ordinance 656, The 2009 Summer Salary Ordinance. All members present voted aye.
Reports from the Youth Center, Transit, and overtime were reviewed.
