Sept.8,2009

The Town Board of Frederick met on Tues., Sept. 8, 2009 because of the 
Labor Day holiday. The meeting was held at the Community Center at 
7:00p.m.Present were board members Dennis Kinslow, Scott Campbell, Tom 
Meyer, finance officer Max Kinslow, patrons Tracey Olson and Bill 
Osterkamp.
The meeting was called to order by Chr. Kinslow. Minutes of the August 
meeting were reviewed, motion by Meyer/Kinslow to approve, motion 
carried. The financial report of Augsut was reviewed, motion by 
Meyer/Campbell to approve, motion carried. The Accounts payable for 
September were reviewed, motion by Meyer/Campbell to pay all bills, 
motion carried.

OLD BUSINESS:
UTILITIES- August water usage was 91% accountable.
ATEC will be relining some of the sewer manholes to prevent 
infiltration into the sewer system. They are old brick that leaks 
ground water into the lagoon system.
Some roads will get gravel before the asphalting which should start 
sometime this month.
FREDERICK FORWARD- Tracey Olson represented FF. She informed the board 
that Finn Fest 2010 will be the weekend of June 18-20. There was 
approximately a $1200.00 profit from this years event. Some of the 
projects they are working on are a brochure, business directory, 
redesigning the web site, health fair, cookie walk, parade of homes, 
campsite location, Community Store needs.
NEW BUSINESS:
FIRST READING OF 2010 BUDGET AND APPROPRIATIONS- The First reading of 
the 2010 Budget and appropriations was held on Sept 8, 2009. Second 
Reading to be held on Sept. 21, 2009 at 7:00 p.m. at the Community 
Center. Motion to approve First Reading by Campbell/Meyer, motion 
carried.
LIBRARY LEASE- The Board has not heard of any action on the merger of 
the 2 libraries so a motion by Meyer/Campbell to offer Mel Wiitala a 
lease for the 2010 year was offered, motion carried.
FEMA GRANT FUNDS- the Town of Frederick has received a State/Federal 
reimbursement grant for $19,619.11. It will be used to refurbish the 
lagoon that was damaged during the flood this spring.
NECOG letter- Information regarding disaster funds and qualification 
for those funds was reviewed by the board. A meeting will be held Oct. 
14 in Aberdeen regarding mitigation requirements.
COMPLAINT-Bill Osterkamp appeared before the board to lodge a 
complaint against Doug Krueger for excessive noise while running a 
generator at his residence. He requested the board take some action. 
There is a noise ordinance NO.162 and there should be no loud noises 
between the hours of 10:00 p.m. and 7:00 a.m. The board will look into 
what action can be obtained to the satisfaction of all concerned.
There being no further business, the meeting was adjourned, motion by 
Campbell/Meyer, motion carried.
