City of Columbia Council Meeting
July 7,2009 - 7pm
Meeting called to order  by Mayor Vietmeier
Roll Call – Mitchell, Kuschel Harr, Frohling, A. Vietmeier and finance officer Vitense
Eight residents were also present.
Minutes of previous meeting read - moved by Mitchell 2nd by Frohling to accept. Passed
Financial report & Warrants – question on Darrel’s Sinclair moved to accept all but that one by Mitchell 2nd A. Vietmeier. Passed
UNFINISHED  BUSINESS
Auditorium – progressing fill dirt will cost $2 per yard.  Some questions on the Auditorium burn – ordinance was quoted to resolve the question. More discussion about priority of who burns.
Dumpster – still working on a site.  A resident had questions about a place for grass clippings, Vietmeier will check on a dumpster to be placed inside the Burn Pit fence so there is control of use.  Card to be sent to residents about restrictions at the Burn Pit.
Rubble site permit application? Vitense will fill out the application.
SDGFOA -  meeting – Vitense reported it was very informative.
Sewer deposits – no action
Delinquent accounts – There are 6 accounts, one month delinquent.
Extra Sand bags – Mitchell will get a date to move bags, possibly when volunteers are in the area. Vitense will contact the organization to confirm.
FEMA – Mayor and councilman Vietmeier attended the meeting.  Some questions from residents about the dike north of town.
NEW BUSINESS
Letters of notice- grass/cleanup/weeds – noted that only 2 notices will be sent then city will do the mowing etc. at a cost of $100 per hour.  One additional letter is to be sent with phrasing to indicate date to be completed, after that city will take care of problem.

Concession account – needs activity money will be paid for bases at the park. Moved by A. Vietmeier 2nd by Mitchell. Passed
Attorney – tabled
Some streets and alleys which are currently being farmed will be vacated.  A list will be published at a later date.
Some question on a benefit and serving liquor.  People were advised they could have a brown bag license but needed insurance.
Correspondence – Vitense was contacted by a volunteer organization that will be in the area to help clean up flood mess.  She will respond and have them contact the city for instructions.
Next meeting will be August 4th at the Fire Hall at 7 PM.
