Meeting called to order by Chairman Fischbach at 8:45 A.M. in the Commission Chambers, Courthouse Annex, Brown County, SD.  Present were Commissioner’s Hansen, Elliott, Sutton and Wiese.

Moved by Sutton, seconded by Hansen to approve hiring John Kirnan as security officer at the Fair, effective august 17, 2009 at $16.00 per hour.  All members present voting aye.  Motion carried.
Moved by Wiese, seconded by Elliott to approve hiring Dustin Peiker as Sheriff Field Deputy, effective August 31, 2009 at $15.84 per hour.  All members present voting aye.  Motion carried.
LEASE AGREEMENTS:
Moved by Wiese, seconded by Sutton to approve and authorize the Chairman sign the following agreements: First United Methodist Church for lease of the Richmond Youth Camp on September 9, 2009; October 11-12, 2009; The Associated General Contractors of SD for lease of the Holum Expo Building on September 17, 2009.  All members present voting aye.  Motion carried. 
DISINTERMENT PERMIT:
Moved by Sutton, seconded by Elliott to acknowledge and accept Notice of Disinterment Permit (Wells) affecting Brown County from the SD Department of Health Vital Records.  All members present voting aye.  Motion carried. 
LOTTERY APPLICATION:
Moved by Sutton, seconded by Hansen to approve the following application: Granary Memorial Gallery, Inc for raffle to be held September 13, 2009.  All members present voting aye.  Motion carried. 
APPLICATION FOR OCCUPANCY:
Moved by Sutton, seconded by Elliott to approve request submitted by Dalager Engineering Co on behalf of Northern Electric Coop for occupancy of various sites in the County for inspection and repair of existing utilities, with the stipulation that Northern Electric cannot cut through any Brown County roads, all repairs must be done by boring under Brown County roads.  All members present voting aye.  Motion carried.

2010 PROVISIONAL BUDGET HEARING:
Time and place, as advertised for public hearing on the 2010 Provisional Budget.  No one from the public or various departments appeared.  No action will be taken on the Provisional Budget until September 29, 2009.

BID – LANDFILL SHOP 5 BUILDING PROJECT:
Mike Scott, Landfill Manager and Tom Hurlbert, Hula Design presented bid specifications for the Landfill Expansion Shop Building Project.  Moved by Sutton, seconded by Elliott to authorize advertising public hearing to open, read and consider sealed bids for the Landfill Shop 5 Building Project, to be held in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD on September 29, 2009 at 9:00 A.M.  All members present voting aye.  Motion carried.
RAILROAD AVENUE PROPERTY LINES:
Gary Fischer met to discuss the position of the building at 117 RR Ave on the lot, as the planned wall reconstruction may extend over the lot lines.  Survey pins will be located to determine if the proposed remodeling will cause the building to cross lot lines.  
RECESS:
The Chairman declared the Commission recessed until September 8, 2009.
