Meeting called to order by Chairman Fischbach at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Elliott, Sutton and Wiese. Absent Commissioner Hansen.

Moved by Wiese, seconded by Sutton to authorize advertising public hearing to open, read and consider bids for 2009 Wood Waste Grinding for the Brown County Landfill, to be held in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD at 9:00 a.m. on December 15, 2009. All members present voting aye. Motion carried.

LEASE AGREEMENTS:
Moved by Wiese, seconded by Sutton to approve the following agreements: Sioux Council Boy Scouts for lease of the Richmond Lake Youth Camp on July 17-19, 2009; Richmond Lake Association for lease of the Richmond Lake Youth Camp Lodge on December 31, 2009 to 1:00 a.m. January 1, 2010 at regular fee (request for fee waiver denied). All members present voting aye. Motion carried.

TREASURER DISCUSSION:
Sheila Enderson, Brown County Treasurer reported that three banks responded to the request for quotes for a “flat” monthly charge for banking services and after review, recommended that since no cost savings would be realized, the County should stay with current bank. Board concurred.

BID AWARD – SHERIFF VEHICLES:
Moved by Sutton, seconded by Wiese to award the following bids for the Sheriff Department: State Contract #15769 with Lamb Chevrolet for three 2010 Chevrolet Impala Police Sedans in total amount of $58,569.00. All members present voting aye. Motion carried.

QUOTES – FOUR-WHEELER:
Moved by Sutton, seconded by Wiese to award low quote, submitted by Hepper’s Sport Center in total amount of $11,355.00 for a 2010 Polaris Ranger 800 HD 4-Wheeler (to be funded in part by FEMA and Pre-Disaster Mitigation funds); rejecting the following: H C Clark Implement @ $11,350.00; Curt’s Motor Sports @ $11,999.00. All members present voting aye. Motion carried.

EXECUTIVE SESSION:
Moved by Sutton, seconded by Wiese to go into executive session to discuss contract and possible litigation with Maxine Taylor in attendance. All members present voting aye. Motion carried.

The Chairman declared the executive session closed, with no action taken as a result of the discussion.

The Chairman declared the Commission recessed until December 1, 2009.
