Meeting called to order by Chairman Fischbach at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Elliott and Sutton. Absent Commissioner Wiese.

LEASE AGREEMENTS:
Moved by Elliott, seconded by Sutton to approve and authorize the Chairman sign the following agreements: The Celtic Faire for lease of the Holum Expo Building and Expo Addition on September 19-20, 2009; Jobs Daughters International for lease of the Richmond Youth Camp on September 11-13, 2009; Thorpe Auction for lease of the Clubhouse on June 27, 2009; Deb Backous for lease of the Richmond Lake Youth Camp on August 14-16, 2009. All members present voting aye. Motion carried.
DISASTER 2009:
Moved by Hansen, seconded by Sutton to approve and authorize the Chairman sign State/Applicant Agreement for State of South Dakota Disaster Contract DR-1844-SD in regard to the 2009 Disaster Declaration. All members present voting aye. Motion carried.
FAIR TICKETS:
Moved by Elliott, seconded by Sutton to approve and authorize the Chairman sign documentation which enables Brown County Fair Tickets be sold through a secure webpage. All members present voting aye. Motion carried.
TOWNSHIP BOND:
Moved by Hansen, seconded by Sutton to approve the following Township Bond (treasurer): Lansing #5 Sharon Lehr. All members present voting aye. Motion carried.
PROPERTY TRANSFER:
Moved by Sutton, seconded by Elliott to approve and authorize the Chairman sign agreement with Beadle County for receipt of equipment purchased with FY 2007 HSGP Region VI funds in amount of $124,185.86. All members present voting aye. Motion carried.
CLAIM ASSIGNMENT:
Moved by Hansen, seconded by Elliott to approve and authorize the Chairman sign documentation to assign a claim against an individual to L.F. Noll Inc. for purpose of collecting a lien. All members present voting aye. Motion carried.
EXECUTIVE SESSION:
Moved by Sutton, seconded by Hansen to go into executive session for personnel discussion with Kim Dorsett in attendance. All members present voting aye. Motion carried.
The Chairman declared the executive session closed with no action taken as a result of the discussion.
BID – COURTHOUSE ROOF PROJECT:
Time and place, as advertised to open, read and consider sealed bids for Courthouse Roof Project. Bids were received from Grote Roofing and Twin City Roofing. Moved by Hansen, seconded by Elliott to refer all bids to Mick Palmer, Maintenance for review and recommendation. All members present voting aye. Motion carried. Moved by Sutton, seconded by Elliott to award bid, submitted by Grote Roofing in amount of $46,373.00; rejecting bid submitted by Twin City Roofing in amount of $48,500.00. All members present voting aye. Motion carried.
HIGHWAY UPDATE:
Jan Weismantel, Highway Superintendent presented status report on Bridge 051, County Road 16 and other projects.
RELIEF LIEN:
Moved by Hansen, seconded by Sutton to release claim on auction proceeds in exchange for $100.00 per month payment from individual on lien balance of $22,377.16. All members present voting aye. Motion carried.
ADJOURNMENT:
Moved by Hansen, seconded by Sutton to adjourn the Brown County Commission. All members present voting aye. Motion carried.
