JUNE 2, 2009 GENERAL MEETING

Meeting called to order by Chairman Fischbach at 8:45 a.m. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Elliott, Sutton and Wiese.

MINUTES:
Moved by Sutton, seconded by Wiese to approve the Joint City/County Meeting minutes and the General Meeting minutes of May 26, 2009. All members present voting aye. Motion carried.

BRIDGE 172 EASEMENTS:
Moved by Hansen, seconded by Elliott to authorize the Chairman sign Perpetual and Temporary Easements for Bridge 172 with Doreen and Carl Davis, John C and Geraldine Kippley. All members present voting aye. Motion carried.

EQUIPMENT PURCHASE:
Moved by Wiese, seconded by Sutton to approve purchase of a Gang-mower for the Highway Department from Artz Equipment in amount of $12,475.00; rejecting quote submitted by DMI in amount of $16,820.00. All members present voting aye. Motion carried.

COUNTY HIGHWAY #16 DISCUSSION:
Area residents Gary and Jo McNeil met to discuss barricade on County Highway #16 and requested it be widened. Jan Weismantel, Highway Superintendent explained that the barricade was wide enough for cars and pickups and if widened heavier equipment would possibly be driven through, which would cause further damage to the road; and also explained that the flood damage report has not been received from FEMA to determine qualifying disaster reimbursement. The Commission concurred with the Highway Superintendent.

CAMA SOFTWARE PURCHASE:
Moved by Sutton, seconded by Hansen to proceed with the purchase on the CAMA Software Program; and further authorized the Chairman sign Agreement for program with DEVNET, Inc with approximate year one cost of $40,162.00. All members present voting aye. Motion carried.

PIPELINE ORDINANCE:
Gary Vetter discussed a proposed county pipeline ordinance being drafted for multiple counties to consider, which would set consistent guidelines for the construction and placement of pipelines in South Dakota. Curt Hohn, WEB Manager presented statistical information about the location of current pipelines and specifications the counties should consider for the actual pipe to be buried.

EMPLOYEE VISION CARE INSURANCE:
Moved by Elliott, seconded by Wiese to offer vision care insurance to employees as an elective with no reimbursement from county funds; and further approve Guardian Vision Insurance Plan B (two-year option) sponsored by Insurance Plus. All members present voting aye. Motion carried.

BID – COURTHOUSE ROOFING PROJECT:
Moved by Wiese, seconded by Sutton to authorize advertising public hearing to open, read and consider bids for the Courthouse Roofing Project, to be held in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD at 8:45 A.M. on June 30, 2009. All members present voting aye. Motion carried.

NACO CONVENTION:
Moved by Wiese, seconded by Sutton to approve and authorize the Chairman sign 2009 Voting Credentials document for the 2009 NACO Convention. All members present voting aye. Motion carried.

EXECUTIVE SESSION:
Moved by Wiese, seconded by Sutton to go into executive session to discuss contract negotiations. All members present voting aye. Motion carried.

The Chairman declared the executive session closed, with no action taken as a result of the discussion.

RECESS:
The Chairman declared the Commission recessed until June 9, 2009.
