The Brown County Commission convened at 8:45 A.M. in the Commissioner’s
Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners
Hansen, Sutton, Wiese and Fischbach. Absent Commissioner Elliott.

Moved by Sutton, seconded by Hansen to approve the General Meeting minutes
of June 30, 2009. All members present voting aye. Motion carried.

HOUSING & REDEVELOPMENT BOARD:
Moved by Sutton, seconded by Hansen to appoint Francis Brink to a second
five-year term ending July 9, 2014 on the Housing and Redevelopment
Commission of Brown County. All members present voting aye. Motion
carried.
BID – COURTHOUSE ROOF PROJECT - CONTRACT:
Moved by Hansen, seconded by Wiese to approve and authorize the Chairman
sign Contact Agreement with Grote Roofing Inc. for Courthouse Roof Project
awarded June 30, 2009. All members present voting aye. Motion carried.
LANDFILL EXPANSION PROJECT:
Moved by Sutton, seconded by Wiese to approve and authorize the Chairman
sign Payment Request #6 in amount of $108,265.50 for the Brown County
Landfill Expansion Project. All members present voting aye. Motion
carried.
LEASE AGREEMENTS:
Moved by Sutton, seconded by Wiese to approve and authorize the Chairman
sign the following agreements: Buntrock Auction for lease of the Clubhouse
on May 31, 2009; The Juvenile Foresters for lease of the Richmond Youth Camp
on August 3-6, 2009. All members present voting aye. Motion carried.
AUDITORS REPORT OF ACCOUNT:
Moved by Hansen, seconded by Wiese to approve the May 2009 Auditor’s Report
of Account with the County Treasurer in total amount of $18,685,859.09

WEED POSITION DISCUSSED:
Roger Johnson, Weed Supervisor discussed options of full-time or part-time
employment. No action was taken at this time.
BID – COURTHOUSE ANNEX WINDOW PROJECT:
Moved by Sutton, seconded by Hansen to authorize advertising public hearing
to open, read and consider bids for the Courthouse Annex Window Project (to
be funded in part by DOE Grant), to be held in the Commissioner’s Chambers,
Courthouse Annex, Brown County, SD at 8:45 a.m. on July 28, 2009. All
members present voting aye. Motion carried.
COUNTY HIGHWAY 16:
Allen Siefkes and Mike Elsen discussed the condition of Brown County Highway
16 north of US Hwy 281. Jan Weismantel, Highway Superintendent explained
amount of hot mix is set and that traffic counts dictate which roads are
patched with hot mix or gravel.
BNSF INSURANCE BRIDGE #031:
Moved by Wiese, seconded by Suttott to approve and authorize the Chairman
sign insurance letter as a supplement to the Right-of-Way Agreement signed
Jun 16, 2009 with Staubach Global, BNSF Railroad in conjunction with Bridge
#031 Project located south of Aberdeen on County Road 10. All members
present voting aye. Motion carried.
EXECUTIVE SESSION:
Moved by Sutton, seconded by Wiese to go into executive session for
personnel discussion with Jan Weismantel in attendance. All members present
voting aye. Motion carried.
The Chairman declared the executive session closed with no action taken as a
result of the discussion.
HOSPITAL CLAIMS:
Moved by Hansen, seconded by Sutton to deny payment of the following
hospital claim: 31 year old female @ $10,136.52, as the individual has not
provided sufficient information to determine if indigent. All members
present voting aye. Motion carried.
Moved by Wiese, seconded by Hansen to deny payment of the following hospital
claims: 24 year old male @ $2,753.04, 51 year old female @ $30,269.10, as
the individuals are indigent by design. All members present voting aye.
Motion carried.
Moved by Hansen, seconded by Sutton to deny payment of the following
hospital claim: 49 year old female @ $5,130.48, as the individual has
sufficient resources. All members present voting aye. Motion carried.
RECESS:
The Chairman declared the Commission recessed until July 14, 2009.
