Meeting called to order by Chairman Fischbach at 8:45 A.M. in the Commissioner’s
Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen,
Elliott, Sutton and Wiese.

Moved by Hansen, seconded by Sutton to approve hiring Tina McLeod as Secretary
in the States Attorney’s Office, effective May 11, 2009 at $11.82 per hour; and
further accept resignation of Jane Jensen, effective May 7, 2009. All members
present voting aye. Motion carried.
Moved by Hansen, seconded by Sutton to approve hiring Richard Schaible as
seasonal employee at the Highway Department, effective June 1, 2009 at $10.47
per hour (second year with CDL). All members present voting aye. Motion carried.

LEASE AGREEMENTS:
Moved by Sutton, seconded by Wiese to approve and authorize the Chairman sign
the following agreements: Liebelts RV for lease of the Holum Expo Building
Addition on March 17 – 29, 2009; Lynette Mincks for lease of the Richmond Lake
Youth Camp on May 21-26, 2009. All members present voting aye. Motion carried.

LANDFILL EXPANSION PROJECT:
Moved by Sutton, seconded by Elliott to approve and authorize the Chairman sign
Payment Request #1 for the Brown County Landfill Expansion Project in amount of
$200,857.10. All members present voting aye. Motion carried.
LETTER OF SUPPORT:
Moved by Hansen, seconded by Elliott to authorize the Chairman sign letter of
support for the restoration of the former Milwaukee Railroad Depot for the
establishment of a Native American Cultural Center & Museum. All members present
voting aye. Motion carried.
EMPLOYEE HEALTH INSURANCE:
Gary Welter, Wellmark BCBS presented additional renewal options for the employee
health insurance currently in place. There was no action taken by the Commission
at this time.
SDRS SRP:
Jeanette Nietert, Deputy Auditor discussed the newest SDRS Plan innovator –
automatic enrollment in the Supplemental Retirement Plan. The Commission
declined to make it automatic and will leave the decision to participate in the
supplemental plan to each employee.
NESDCAP:
Larry Wattier presented 2008 NESDCAP Annual Report for Brown County.
ABANDONED PROPERTY:
Moved by Sutton, seconded by Elliott to transfer an abandoned mobile home frame
from the Highway Department to the Fair Board. All members present voting aye.
Motion carried.
HIGHWAY UPDATE:
Jan Weismantel, Highway Superintendent discussed Bridge #51 and the return of an
employee to light duty, per Doctors permission.
BID AWARD – MAGNESIUM CHLORIDE:
Moved by Hansen, seconded by Wiese to award bid for Magnesium Chloride,
submitted by Z & S Dust Control Systems at $.69 per gallon, as bid by Spink
County on March 17, 2009. All members present voting aye. Motion carried.
